Main Job Purpose:

Leading and enhancing monitoring functions across SFSD programs to ensure effective tracking of performance, results, and impact. The role oversees the design and implementation of monitoring results frameworks, indicators, data collection methodologies, and quality assurance processes ensuring the availability of accurate and timely performance information.

This position plays a pivotal role in supporting evidence-based decision-making by analyzing program outcomes, validating field data, identifying trends and risks, and delivering actionable insights. Through these contributions, the Senior Monitoring Officer strengthens program effectiveness, accountability, and alignment with SFSD’s strategic objectives.

Overall Accountabilities:

Monitoring duties:

  • Lead the development and continuous improvement of unified monitoring plans, results frameworks, and monitoring guidelines in collaboration with relevant teams to ensure consistent and effective program implementation across SFSD.
  • Design, oversee, and regularly update quantitative and qualitative data collection tools, including surveys and monitoring instruments, to track project outputs, outcomes, and impact.
  • Elaborate, pilot, validate, and standardize monitoring tools and methodologies to ensure reliability, relevance, and comparability of data across programs.
  • Establish and manage structured feedback and learning mechanisms to ensure monitoring findings are systematically used to inform program design, implementation adjustments, and strategic decision-making.
  • Conduct regular field visits to monitor project progress, identify implementation challenges, and lead Data Quality Assurance (DQA) processes across ongoing projects.
  •  Coordinate and oversee the application of monitoring frameworks and tools to track program performance in alignment with the Theory of Change and approved M&E Plans.
  • Lead and conduct quantitative and qualitative monitoring activities among beneficiaries and key stakeholders, including surveys, focus group discussions, interviews, outcome assessments, and case studies.

 

Training & Capacity Building:

  • Lead the design and delivery of capacity-building initiatives for SFSD staff and partner NGOs on operational processes, monitoring standards, data collection methodologies, and quality assurance to ensure high-quality program implementation.
  • Develop and oversee structured training programs for partner NGOs to strengthen monitoring practices, including results tracking, data quality assurance, and evidence-based reporting.

 

Collaboration & Reporting:

  • Coordinate with relevant internal teams to ensure monitoring data is effectively captured, analyzed, and utilized for program performance tracking and learning.
  • Aggregate monitoring findings and prepare high-quality quarterly and annual performance reports for the Learning and Strategy Director, highlighting program progress, outcomes, and key insights.
  • Compile and present quantitative and qualitative monitoring results in clear, visually engaging monitoring reports and dashboards for internal management and external stakeholders.
  • Abide by other needs asked by the manager.

  • Financial Control: Petty Cash/ purchase requisition within limited budget

  • Hiring Authority & Promotion: Doesn’t Coach New Employees – Indirect Supervision – Not Involved in the Employees Performance Appraisal – Does not interfere in the hiring process.

Required Education:

  • Bachelor’s degree in social sciences, Economics, Statistics, Development Studies, Public Policy, or a related field (Master’s degree preferred).

Required Experience:

  • 4–6 years of progressive experience in monitoring and evaluation within NGOs, development programs, social empowerment, economic empowerment and education-focused initiatives.
  • Demonstrated experience in monitoring developmental programs, tracking results frameworks, and applying Theory of Change approaches.
  • Strong experience in quantitative and qualitative data collection, analysis, and reporting.
  • Proven ability to conduct field monitoring, data quality assurance, and performance tracking.

Required Computer Skills:

  • MS Office, STATA or SPSS – Survey CTO, Tableau and BI tools.
  • Knowledge of Management information systems
