Main Job Purpose:

 The Social Empowerment Senior Officer is expected to provide technical and administrative support to ensure quality execution of the Bab Amal Program. Bab Amal Program is one of Sawiris Foundation for Social Development’s (SFSD) priority and fast-growing programs since 2018. It is an evidence-based program that adopts the Graduation Approach “Targeting the Ultra Poor -TUP” developed by BRAC Foundation, the leading NGO in poverty alleviation.

S/he will work closely with the Program Manager to oversee the design and implementation of Bab Amal program aiming to improve the well-being and resilience of vulnerable groups in extreme poverty.

Overall Accountabilities:

Works with the Sector Program Manager to actively support effective implementation of Social Empowerment Strategy in close collaboration with key actors from other sectors and implementation partners.

Main Responsibilities:

  • Cooperate in drafting and the development of sector strategies, annual work plans and progress reports, and other sector-related matters.
  • Cooperate in the implementation of strategies that maximize synergies amongst theirassigned program’s projects.
  • Support in identifying new projects by meeting potential partners, following leads, and reviewing scientific evidence in relation to the program topic.
  • Conduct regular supervise performance of assigned projects, to ensure effective and efficient project implementation which includes:
    • Regular communication with the implementing partners (oral and written) and conducting field visits.
    • Reviewing and approving the projects’ operational activities, i.e. technical progress and final reports, in addition to the requests for milestone payments;
    • Providing technical support to the implementing partners (NGOs).
    • Mitigating risk and challenges based on the monitoring, audit, and evaluation.
  • Based on scientific evidence and international and national reports, the Senior Officer is asked to:
    • Support the design of new calls for proposals.
    • Cooperate in developing and integrating the best practices.
    • Support in the development of proposals, tenders, and pre-qualification documents.
  • Responsible for reviewing project-related documents and
  • Contribute in submitting project milestones and final technical.
  • Supporting in presenting program-related information in a timely manner.
  • Contribute in reviewing and update of the assigned program’s policies and
  • Review and verify the matrix and master plan of all the assigned.
  • Work closely with staff members to share
  • Contributes in reports’ summaries as well as regular and ad hoc status reports on all projects assigned to sector director.
  • Handle and Carry out any other duties addressed by the Social Empowerment Director within the sector roles and responsibilities.

Monitoring and Evaluation:

In close collaboration with the Learning and Strategy (L&S) Sector team, it has to ensure that all documentation of project processes is in place by:

  • Support in using all M&E tools provided for collecting all project/program related data and information in a timely manner.
  • Collaborate in developing monitoring and evaluation tools of his/her assigned.
  • Ensure NGOs enter all work/activities needed data on the Foundation MIS based periodically and upon contract agreement.
  • Coordinate the implementation of the corrective actions based on the monitoring reports, evaluations reports and impact evaluation reports.

Collaborate with other sectors:

  • Coordinate with counterparts from relevant sectors to ensure partners reports are aligned with SFSD data quality standards.
  • Contribute to the review and update of policies and procedures for financial management systemsin collaboration with the financial audit team, funding policy, and skills development systems as is required to run successful operations.
  • Monitor the projects budget with the financial audit sector through regular assessment to the project to ensure proper budget allocation and apply any corrective actions if needed.
  • Collaborate with other technical sectors in the coordination of cross-functional
  • Provide input for social media and website content material to the PR that reflects the sector progress, success stories and achievements.

Networking and Communication:

  • Establish and maintain sustainable and effective relationships with partners, NGO’s, government and public bodies, private sector entities, and other stakeholders that are of relevance to their scope of work.
  • Develop and maintain regular contacts with targeted communities and beneficiaries as
  • Represent the sector in formal conferences and meetings with partners, in coordination with Sector Director.
  • Create regular positive networks and communication with governmental and non-governmental.

Required Education:

  • Bachelor’s degree in social sciences, socioeconomic studies, development studies, or any related field.
  • Preferably MA in Public policy, Public administration, social science, development economics, or any other related field.

Required Experience:

  • 4-6 years of experience in working with NGOs and development work with at least.
  • 2 years of experience in Social Protection / Poverty Alleviation/ Basic Services.

Required Computer Skills:

  • Advanced computer literacy with excellent command of MS office.
  • Knowledge of data collection tools.

Required Languages:

  • Arabic and English proficiency.
