Main Job Purpose:

Applies professional principles, practices, and techniques to lead the technical team and control the project’s schedule, budget, and performance. This role has ultimate responsibility for all assigned programs and manages the sector team through definition, planning, monitoring, and other aspects of a project.

Overall Accountabilities:

  • Participate in setting the Foundation’s goals and strategy, mission, and vision.
  • Develop, plan, and manage the social empowerment strategy and annual action plan aligned with the foundation’s vision and strategic objectives.
  • Plan, develop, and allocate the financial budget for social empowerment programs and projects (new and ongoing).
  • Oversees and ensures the proper disbursement and accounting of funds with the collaboration of the financial auditors/financial director
  • Develop and implement strategies to maximize synergies among projects/program areas.
  • Use the foundation’s Guidelines and regulations to establish consistent, objective program performance standards for monitoring, evaluation, and accountability.
  • Coordinate and share project processes with the Financial, Economic, and communication sectors.
  • Communicate directly with the Ministry of Solidarity, the Ministry of Health, and the Ministry of Planning and attend meetings, events, and present information needed for the program.
  • Work with PR to document events and review annual reports with all details.
  • Collaborate with the Economic Empowerment sector to ensure integration between social and economic empowerment activities by providing services that fill the social gap and eliminate poverty.
  • Submit the quarter and year-end progress report to the programs director.
  • Conduct and manage the annual performance management for the team to support career development aspirations.
  • Review and approve the sector-related memos and travel requests to ensure budget alignment as per SFSD regulations.
  • Conduct interviews, select and recruit new staff in coordination with the HR sector.
  • Undertake other duties commensurate with the grade as required by the program’s Director.

Collaborate with Learning & Strategies (L&S) sector:

  • Identify and initiate new programs, either a pilot initiative or based on scientific evidence, that focus on quality, community impact, and ensure that projects will serve the Foundation’s strategic objectives and are in alignment with the agreed OKRS.
  • Maintain regular monitoring and evaluation for the partners/NGOs with the L&S sector to achieve consistency in program implementation and ensure alignment with the Foundation’s regulations.

Networking and Communication:

  • Attend events and meetings on behalf of the Programs Director – as needed – and represent the Foundation externally, and create regular positive networks and communication with governmental and non-governmental counterparts.
  • Establish sustainable and effective relationships with partners, NGO’s, government and public bodies, private sector entities, and other stakeholders that are of relevance to their scope of work in Egypt, regional, and international.
  • Manage periodic updates of the sector portfolio on the Sawiris Foundation website.
  • Maintain, update, and organize projects Sectors information, and share it with the communication sector.
  • Represent the Foundation in local and international conferences and forums.

Position Relationship with Other Parties:

  • Internal Relationships: All Sectors.
  • External Relationships: Governmental Institutions- Ministry of Social Solidarity- Ministry of Health and Planning – Sponsors and Private Sectors – Local and International NGOs- External Partners – Policy Makers.

Work Environment:

  • In Office: 80%
  • Site/field: 20%
  • Working Days: 5
  • Days off: Friday & Saturday
  • Working Hours: 9 am to 5 pm
  • Work Hazard: Normal

Position Dimensions:

  • Level of Authority: Make decisions related to the implementation of strategic decisions.
  • Financial Control: Authority to sign payments on predefined budget /agreements.
  • Annual Sector Budget: More than 100 M ( 26% of the foundation’s total Budget)
  • Hiring Authority & Promotion: Coach New Employees – Direct and indirect Supervision – Responsible for Employees’ Performance Appraisal – Approve Hiring New Employees.

Required Education:

  • Bachelor’s Degree (preferably in political science, social service, or any related field)
  •  Master’s degree is a must
  • Preferably NGOs Management Diploma

Required Experience:

  • Minimum 15 years of experience.
  • Sound knowledge and experience in social, economic empowerment, poverty alleviation, and other development field.
  • Good knowledge of the NGO Laws.
  • Experience in developing and implementing successful Entrepreneurial approaches to business development with The NGO’s and Donors.

Required Computer Skills:

  • Advanced computer literacy with excellent command of MS.
  • Knowledge of data collection tools and Management information systems.

  • Arabic and English proficiency.
