Main Job Purpose:

The Micro-Credit (Economic Empowerment) Program Manager is expected to supervise and provide technical and administrative support to the team to ensure quality grant management processes of projects that fall under the Micro-Credit Program.

Under the direct supervision of the Economic Empowerment Sector Director, the Program Manager will collaborate with other sectors, local and international stakeholders, as well as donor partners to ensure selected projects are implemented in alignment with the national and global policies and strategies.


Key Accountabilities:

  • Work closely with the Director on the development, review and monitoring the program strategy, annual work plan and progress reports, and other program-related matters.
  • Review and oversee the implementation of the sector strategy in order to maximize synergies amongst the assigned program’s projects.
  • In alignment with the foundations’ sub granting mechanisms, oversee the execution of projects by implementing partners, to ensure effective and efficient project implementation develop and oversee submitted reports or summaries for regular and ad hoc reports on all projects assigned to the sector in a timely manner.
  • Provide technical support to the implementing partners (NGOs).
  • Draft mitigation and risk plans.
  • Prepare technical audit progress reports.
  • Conduct field visits to monitor the progress of projects.
  • Draft program TORs and pre-qualification documents.
  • Approve the projects’ operational activities, i.e. technical progress and final reports, in addition to the requests for milestone payments in collaboration with the Financial Audit on Programs sector
  • Based on Scientific evidence, the Program Manager may contribute to the design of new calls for proposals and the integration of the best practices
  • Carry out other tasks as assigned by EE Director.

Monitoring and Evaluation:

The program manager works in close collaboration with the learning and strategy team, to ensure that all documentation of project processes are in place by:

  • Assuring the use of all M&E tools provided for collecting all project/program related data and information, in timely manner.
  • Participating in designing of the M&E tools and indicators, of the assigned projects.
  • Ensuring that all partner NGOs enter/update all work/activities needed data on the Foundation MIS based on a periodic basis and upon contract agreement.
  • Ensuring the implementation of corrective actions based on the M&E reports and impact evaluation reports.

Collaborate with other sectors:

Responsibility of ensuring effective and reliable communication with other sectors and stakeholders;

  • Work with counterparts from relevant sectors, to ensure partners reports are aligned with SFSD data quality standards.
  • Oversight of projects budget with the financial audit sector through regular assessment to the project to ensure proper budget allocation and apply any corrective actions if needed.
  • Collaborate with other technical sectors in the coordination of cross-functional programs.
  • Contribute to the review of the policies and procedures for financial management systems in collaboration with the financial audit team, funding policy, and skills development systems as is required to run successful operations.
  • Review and provide input for social media and website content material to the PR that reflects the sector progress, success stories and achievements.

Networking and Communication:

  • Establish and maintain sustainable and effective relationships with partners; NGO’s, government and public bodies, private sector entities, and other stakeholders that are of relevance to their scope of work.
  • Ensure effective information flow, communication and coordination across other departments;
  • Create regular positive networks and communication with governmental and non-governmental counterparts
  • Develop and maintain regular contacts with targeted communities and beneficiaries as required.
  • Represent the sector in formal conferences and meetings with partners, in coordination with Sector Director.

Job Requirements:

Education

  • Bachelor’s degree in Economics, socioeconomic studies, or any related field.
  • Preferable a MA in; Public policy, Public administration, Economics, or any other related field

Experience

  • 10 years of experience in working with NGOs and development, including 4 years of extensive experience in Micro Credit / Poverty Alleviation and with at least 2-4 years of experience in Managerial position.

Computer Skills

  • Advanced computer literacy with excellent command of MS office.
  • Knowledge of data collection tools and Management information system.
