Main Job Purpose:
The L&S director is responsible for developing and supporting the programs design and management processes, lessons learned, and best practices in long-term development interventions in economic, social and education areas.
Responsible, as well, to ensure the technical accountability of the implemented projects by leading the monitoring and evaluation efforts including, checking quality of implementation, conducting process evaluation and impact evaluation which feed back into the foundation strategies and learnings. Disseminating foundations lessons learned and evidence nationally, regionally and globally.
Lead the L&S team and provide expertise both internally and externally, and work collaboratively with other directors to provide impactful organizational and institutional role of L&S Sector across the organization.
Overall Accountabilities:
- Leading following up on the foundation goals and strategy, mission and vision.
- Provides technical leadership in managing and developing organization’s Learning Framework and systems at the level of Objective Key Results (OKRs) and Process Indicators.
- Supports ongoing development of the organization’s MIS electronic system for the foundation and its grantees.
- Plan & develop the sector financial budget as a long-term investment aligned with SFSD objectives in order to achieve impact.
- Develop partner/NGOs needs assessment in order to identify the development needs and apply best practices to reach the optimal development plan for the ongoing and potential NGOs.
- Work on improving public policies based on scientific evidence, funding, learning, putting new models, and getting feedback to the government.
- Lead the regular national civil society needs assessment on a macro and micro level in collaboration with relevant researchers, research centers, and consultancy firms.
- Collaborate with relevant potential partners on setting policies, tools, funds in order to improve and build the NGOs infrastructure in Egypt and across the MENA region.
- Develop, plan and manage the L&S strategy and annual action plan to ensure collaboration between sector’s team in order to add value and support effective performance and organizational learning.
- Lead SFSD efforts in coordination, dissemination, acquire development knowledge on a national, regional, and global level.
- Represent SFSD in scientific events and conferences to present and exchange SFSD’s findings and results.
- Produce SFSD learning and scientific materials, which include and not limited to blogs, policy briefs, monthly bulletins, podcasts, books, ad policy papers, and research papers.
- Oversee the SFSD monitoring activities to ensure the implemented activities' quality of implementation.
- Lead the SFSD’s capacity building program on a national, regional, and global level.
- Lead on SFSD annual progress reports based on monitoring, process evaluation, impact evaluation, success stories, learned stories, and stories of changing.
- Lead SFSD efforts to collaborate and work with the effective altruism community.
- Performs other duties as assigned.
Monitoring, Evaluation & Research:
- Provides technical expertise for programs monitoring and evaluating.
- Provides oversight for development of performance monitoring plans and development of systems for data collection, collation, analysis and use.
- Seeks and uses inputs from diverse sources to generate alternative M&E and L&S approaches.
- Design and conduct readiness assessments, evaluate results, and present findings in a logical and easy-to-understand manner.
- Manages and develop strategies, tools for the design and implementation of information systems for KPIs at organizational, sectoral and at implementing partner levels.
- Ensures that strategies and project implementation adhere to the appropriate global strategy and remains technically sound.
- Provides broad global technical leadership to design and implementation of information systems for KPIs.
- Overseeing the developing process of the SFSD strategic objectives and OKRs in alignment with the foundation vision and purpose in order to maximize the foundation’s impact across all sectors of work.
- Identify the technical needs for each sector through feedback, best practice, follow-up, field visits and process evaluation.
- Manages projects and programs evaluations to inform relevant management on performance and recommend replication and enhancement.
- Utilizes existing data sources and information when available to support new interventions design/modification and design pre/post-intervention metrics (standardized data).
- Ensures data quality and conduct data quality spot-checking.
- Collects implementing partners reports, manage analysis of data, and reporting it according to the M&E system.
- Submit quarter and year-end progress report to the deputy executive director.
Organizational Learning:
- Conducts organizational diagnostics and provides targeted recommendations in the SFSD thematic sectors and in the areas of Strategic Planning, Culture Change, and Organizational Design.
- Mentors and acts as a Change Agent to SFSD staff to better understand and respond to the new organizational change in regard to the new role of L&S.
- Proactively shares knowledge and expertise to help SFSD staff and stakeholders to develop and grow.
- Proactively extracts knowledge and expertise to support SFSD’s organizational evolution.
- Develops training materials and train program staff on L&S and technical and ahead the curve topics.
Program Development and Strategy
- Participates with the program heads in the development of initial needs assessment, and development of proposals for new programs.
- Serves as one of the primary decision maker for technical issues on project/program levels.
- Highlights consistency of performance with the strategic direction.
- Identifies and consults with executive management on recommendations to make better decisions.
- Contributes to planning and development of strategies of the programs and projects, and provides organizational effectiveness solutions.
Knowledge Management/MIS:
- Support the analysis and use of data from routine information systems and special surveys to influence the design and scope of project interventions.
- Ensure that project data are appropriately displayed in dashboards using various graphics.
- Shares expertise and intervention knowledge within work team and across SFSD and its partners.
- Proactively acts as an educator through sharing knowledge and expertise to help SFSD to develop and grow in the areas relevant to the role and functions of the Learning and Strategy Unit.
- Engages in writing publications; Publish papers, blogs and policy briefs on behalf of SFSD to ensure that SFSD is well placed in the top development institutions.
- Identify resistance and performance gaps, and work to develop and implement corrective actions.
- Conduct requirements analysis through organized forums, focus groups, and surveys on Knowledge Management strategies.
- Facilitate the incorporation of multimedia in Knowledge Management applications.
- Facilitate the roll out of Knowledge Management initiatives through demonstrations, presentations, training documentation, and training workshops.
- Works with PR & Comms team to support communication report and SFSD’s website updating, and with HR team in the formulation of performance appraisal system, and consult with IT Team to support telecommunication of the M&E data and information.
Networking and Communication:
- Attend events and meetings on behalf of the Deputy Executive Director – as needed - and represent SFSD externally and create regular positive networks and communication with governmental and non-governmental counterparts.
- Establish sustainable and effective relationships with partners, NGO’s, government and public bodies, private sector entities, and other stakeholders that are of relevance to their scope of work in Egypt, regional and international.
- Manage periodic updates of the sector portfolio on SFSD website.
- Communicate and share experiences with other countries, developing concepts and proposals, conducting consultation sessions and surveys in and outside Egypt

Position Dimensions:

Job Requirements:
Education
- Masters’ Degree in Public Administration, Public policy, Economics, Statistics’, Education Policy, Development policy, or any other related field.
- PHD degree is favorable in relevant fields such as Public Administration, Public Policy, Economics, Statistics, Education Policy, Economics Policy, International Development or another related field.
Experience
- Minimum 15 years of work experience.
- Minimum of 8 years in a senior level and experience in designing M&E Systems and their Information Systems; M&E Capacity Building; evaluation and assessment design, survey design, implementation and management; project management; or an appropriate combination of these areas of experience.
- Working with INGOs, Donors, research centers, NGOs and understanding of development programs and systems in the Egyptian context.
Computer Skills
- Knowledge of MIS design and utilization is preferred.
- Ability to manage M&E Systems and administer its information systems, set realistic priorities, and plan for the successful implementation of activities.
- Previous experience in designing data collection, organizing, and analyzing both quantitative data sets generated through routine information systems and special surveys.
- Experience managing data using appropriate software such as SPSS, STATA, R, Survey CTO.
