TITLE: Programs Director   
REPORT TO: Executive Director
WORKING HOURS /WEEK: Full time, 8 hours per day, 5 day per week from Sunday to Thursday

This role is senior in nature and forms part of the Executive Management Team (see enclosed Organizational Chart of Sawiris Foundation that clarifies position of role in the organization). The Programs Director is responsible for overseeing all Technical Directors (Economic Empowerment, Social Empowerment, Education & Scholarships),  to inform management on progress and performance. Additionally, the Programs Director will be directly involved in managing inter-disciplinary programs that cross-cut between the different technical sectors. Meanwhile Programs Director will be expected to work closely and in collaboration with other technical supporting units; the Financial Auditors, as it relates to planning and following the financial audits of the programs in the technical departments, the Learning & Strategy, as it relates to the monitoring and evaluation plans for the programs in the technical departments and the learnings that are emerging from the M&E, the Partnerships, as it relates to the programs that are being implemented in partnership with private sector, other foundations or government.

Programs Director must have significant knowledge and experience of the development landscape in Egypt, including significant field experience across Egypt’s poorest governorates. Additionally, experience managing programs, NGOs (local and international), and teams is required. Programs Director must have a broad knowledge of program management principles and must have a strategic mindset as well as be able to lead and develop team. The goal is to ensure every program will be delivered successfully and add the highest possible value to SFSD’s operations.

The programs director will support the sector directors in achieving program goals and Key Performance Indicators., He/she must be detail-oriented, highly organized and efficient, committed to SFSD vision, mission & values , a great communicator, hard-working, passionate about development, and has a strong work ethic.


  • Coordinate & plan for various programs (particularly those that intersect between the multiple sectors) from different sectors to ensure integration, and efficiency in implementation, and ensure alignment with SFSD strategy and work plans.

  • Formalize and centralize the process for large programmatic grants development and oversee the progress of all programs.

  • Contribute to the development and delivery of medium-to-long term strategic goals and annual work plans for the Foundation.

  • Contribute to strategic planning, effective ways of working and finding solutions to reach challenging Key Performance indicators (KPI’s)

  • Develop (with Program Directors) and oversee annual budgets for programs, with continuous monitoring of budget to ensure delivery as planned.

  • Continuously extract learnings from Programs (in collaboration with Learning & Strategy department) to inform SFSD strategy and work plans.

  • Collaborate with Partnerships department to inform partnerships strategy and ensure program delivery in partnership projects.

  • To deputize for the Director when requested/required and receive delegated responsibilities on an ad-hoc basis ensuring the highest level of operational support is given at all times.


  • Providing strategic direction for the design of the SFSD strategic frameworks and plans, including appropriate budgeting and resourcing.

  • Provide professional and practical support to the executive management team, external partners and bodies, to develop, update and deliver grants and programs within the SFSD, together with associated strategies, policies and activities.

  • Oversee the further development/expansion of the SFSD programs whilst ensuring compliance with existing grants / programs arrangements.

  • Working with the Executive Management team to ensure that all front line workflow is professionally delivered, on time, with allotted budget, and with integrity.

  • Initiate and set goals for technical sector programs according to SFSD’s strategic objectives,

  • Collaborate with Learning & strategy department to plan evaluation strategies to monitor performance and determine the need for improvements.


  • Supervise all technical directors involved to provide feedback and resolve problems.

  • Discover ways to enhance efficiency and productivity.

  • Apply change, risk and resource management principles when needed.

  • Review all reports prepared by technical directors to determine progress,

  • Ensure program operations and activities adhere to legal guidelines and internal policies,

  • Keep technical team members informed with detailed and accurate reports

  • Continuously extract and utilize learnings to inform SFSD programs strategy.


  • BA in Business Management, Development or a relevant field; MA Degree is a strong plus.

  • Minimum of 8 years of relevant field-based program management, at least five years of senior management experience, including management of multi-disciplinary teams.

  • Strong technical expertise in at least one of SFSD focal areas: Economic empowerment, Social empowerment, and/or Education & Scholarships.

  • Expertise in; successful strategic planning initiatives, community development, project grants management, including project design, budget preparation, expenditure tracking, monitoring and evaluation, reporting, etc.,

  • Strong Knowledge of relevant legislations (MOSS , etc.)

  • Excellent Knowledge of performance evaluation techniques and key metrics. Monitoring & Evaluation experience is a plus.

  • Experience in partner capacity strengthening, staff development, training, and mentoring.


  • An analytical mindset with great problem-solving abilities and excellent communication skills.

  • Excellent organizational and leadership skills.

  • Ability to utilize appropriate methods to build a cohesive team.

  • Ability to oversee complex programs that are interdisciplinary in nature.

  • Ability to meet deadlines and work under pressure when there are conflicting priorities.

  • Full proficiency in Arabic & English speaking & writing skills.

  • Excellent presentational skills

  • Experience using MS Office packages (Excel, Word, PowerPoint, ..)

  • Experience working with local and international NGOs
